M7649monitor with Power Mac tower

It was suggested we get a DVI to ADC display adapter (M8661LL/B) to mate our monitor with this computer we have. I got the adapter and hooked up as shown in photos. When I turn on power the light above the on/off switch blinks and never stays continuous. If I press the on/off of the monitor, it glows orange when pressed but nothing else. There is no other action. The fans are running in the tower but nothing else.

-Which exact model is the Mac Pro?
-Which video card is installed in the Mac Pro?
-What version of OS X/macOS?
-The display is an Apple Studio Display (17-inch LCD), correct?
-Is there a pattern to the blinking of the power switch indicator light on the Mac Pro?
