iPhone 5 with ios 7 not activating

Hi. I downloaded the new iOS 7 software and now i do not know how to downgrade. My itunes screen does not give the option to reset the phone or back it up. IT says i need to be a developer. I did not download the software through the dev site. My iphone will not activate because it says the activation server could not be reached. I have the 6.1.4 ipsw folder and the same for the ios 7 beta. What can i do? I am unable to use the phone and itunes does not give me the option to restore it. I do have the previous version backed up. I also have update iTunes itself. Thank you in advance!
