Previously I was able to access my instagram after following the Safari Preferences-Develop-User Agent technique. Now the User Agent window is greyed out and not accessible. Is there a setting I have missed. My google searchs all referr to this routine, but I can find nothing using Safari 14.0.2

I assume you mean something like this: How to Post on Instagram from Your Desktop (PC or Mac)
The Develop > User Agent isn't greyed out on my Mac in Safari 14.0.2. Not sure why that would be. You could always try Clear History then quit and relaunch Safari. A restart of your Mac may help as well.
