Hello and welcome.

csrutil is part of El Capitan's system security and integrity protection. Is there a specific reason you want to disable it?

You received that error because, you are booted from the normal OS partition and logged in with your user. You need to restart your Mac and boot into the Recovery Partition: OS X: About OS X Recovery.

I strongly advise you not to disable this. In addition, make sure you have a current Time Machine or other backup of your data if you decide to proceed.
