I would go to WWW.PHOTODOM.COM but instead I got this message
What is this and how can I solve this problem:

SQLSTATE[00000] [1129] Host 'www.photodom.com' is blocked because of many connection errors; unblock with 'mysqladmin flush-hosts' Fatal error: Call to a member function query() on a non-object in /var/www/html/best_photo_single.php on line 7

Hello and welcome.

I get the same error message when I try to visit that site. The message is stating that there is an error connecting to the MySQL database. In more simple terms, the hosting server for that domain needs attention from their IT department/owner of the domain. It's nothing you did and nothing you can fix as a user/visitor. I am sure they are aware of it, and will sort it out on their end.
