Desktop photos changed on startup

I have a new 24" iMac w/M1 chip running OS 12.3.1. I set desktop photos from system preferences for the retina display and a secondary non-Mac monitor. Every time I start up the computer the photos I've chosen have been replaced with a generic Apple background. Any idea what's going on and how to prevent it?
