Default Sound output

Every time I restart, the Output and Sounds selections in the Sound prefs panel revert to headphones. I have to open the Prefs and change them back to HDMI. This is annoying, but not a major rod. Is there a way to make HDMI the default?

• Do you have something connected via the audio out jack?
• Are you trying to have sound output to a display with speakers connected via HDMI?

This is a late 2012 Mac mini running High Sierra. There is nothing normally connected to the headphone jack. Sound and video is sent via HDMI to one HDMI input of a Samsung TV. From the TV's optical audio out, the signal goes to an optical audio splitter, with one leg going to a small voice-enhancing sound bar. The other leg goes to an optical to analog converter and thence to my stereo system.
