Anyone know what these icons mean

I turned on my new Mac mini m1 and the screen came up flashing between these two icons. What do they mean?

Top one is keyboard and bottom one is mouse, the appear to be indicating the on/off switches. Maybe they need switching on or are not picked up by bluetooth.

Actually the first one refers to the trackpad. These come up on startup when no bluetooth pointing device is detected. Try connecting your mouse and/or trackpad to USB if switching either one off and on does not work.
