Windows jump when resized

When I close a tab or drag the arrow thing in the bottom right corner of ANY WNDOW any program to resize, it jump about two inches in from the left. like it wants a margin. It is suspiciously lined up closely with the end of my dock on that side. Full screen works, the window functions fine, but I like to have one window four inches on the left with youtube, and the other the rest of the screen size for when I write or read articles. I also like to drag my mine craft almost fullscreen so I can still Skype but I can't do this now because it covers the Skype box.

I turned it off and on again (XD should have tried that first) and it worked. I have no idea why.... I did change some setting I thought might be responsible before I restarted so maybe they just went into effect. *shrugs
