Black bar from hell

A black bar has appeared on my screen (Yosemite 10.10.5) which gives me pretty much useless information (you are currently on a frame) and is always in the wrong place on the screen. How do i make it go away?

Have a look in System Prefs ~> Universal Access ~> Seeing Tab & see if Voice Over has been turned on

The keyboard shortcut is ⌘ F5
