Start-up w/wireless keyboard and mouse

EQUIPMENT: iMac about 2 years old; OS 10.3. Apple wireless keyboard and mouse.

ISSUE: When starting, I must remove all USB connectors from the computer or the keyboard and mouse will not work. After start-up, no problem: reconnect USB cable to the iMac and all is well.

QUESTION: Why won't the mouse and keyboard work if I start w/USB cable connected?
