OSX desktop moving

Wondering if anyone has any ideas with a small problem on a Powermac G5 using OS X 10.4 Tiger. Something strange has happened to the desktop as if you've clicked on it and can move it around (the whole desktop).

Plugged in another monitor so its definitely not that. Could it be the video card?
