My mac was "freezing up"

so I followed my users guide and reinstalled my operating system (10.3.9)
and now I can not open Safari.
It boots up OK and when I click on Safari, I get the top menu bar but when I click on "open a new window" it just freezes up.
Should I just take it Best Buy or Compusa ??
I am not very computer savvy and don't know what to do next now that I have made the matter worse.

did you do an Archive and Install ? or the erase and Install ?

I think you may have a user database issue. When you did archive and install did you preserve users and settings?

I thought I did "preserve settings"
