Blocking inappropriate content

Hi,

I am trying to block inappropriate content on my iPhone 4.

I have gone through Settings > General > Restrictions and then set it up to enable restrictions, but when I test this out through Safari it is pretty useless. I find that it doesn’t really block anything. Have I set this up correctly?

Are there any other methods of blocking this kind of content? Ideally without a security PIN because I would be in control of it. Perhaps an app?

I would appreciate any help you can give me.
