Mac a1342 ram problem

Iv just bought a second hand MacBook and am haveing a big problem with ram! Even when nothing other then the os is running the ram is maxed out, it's only two gig. Any one have any ideas??

That model identifier applies to 2 MacBooks, Late 2009 & Mid 2010.

The former can officially (recognised by Apple) have the RAM upgraded from 2GB to 4GB (unofficially people claim the MacBook will recognise up to 8GB), while the latter can officially have the RAM upgraded from 2GB to 4GB (unofficially from between 8GB (running OS X 10.6) - 16GB (running OS X 10.7.5)

Just a few clarification questions:

-How are you measuring/seeing this - Activity Monitor?
-Are you having other related issues?
-If you restart, does the issue persist immediately?
-Do you have any third=party startup items or apps like MacKeeper or anti-virus installed?
-What/how many apps do you normally run simultaneously?
