Java security update pop-up...is it a virus, or?

I am getting what seems like virus driven message pop-up in safari. Ther page title is "Java Software Critcal Update" and the on-page info says
Free Java Security Update (Required)
Download and Update Java for your desktop computer now to proceed.
Version 7 Update 21 - Critical

It looks like a java update page, but there is an endless loop of repeated messages if I try to quit the page using he red x in the top corner. Clicking the x brings up a message that my browser is outdated I am required to update. I can then choose to leave or stay...choosing leave brings the original error message abut the oudated browser...

I restarted the computer, but when I open safari it defaults to the java update page.

Ay suggestions on how to get rid of it?

From the Apple Menu, run all Software Updates.
Never Browse the web from an Admin Account.
In Safari Preferences > Security > Disable Java

Close that window and quit Safari
