Cursor freezes on open window

My cursor will freeze to an open window so that when I move my mouse the whole window will move. When this happens the mouse will no longer perform any other function. Restarting the computer does not help. I can open in safe mode and everything will work. Up to now my only fix has been to rebuild using time machine. Any help to undertand what is happening and why is greatly appreciated.
