Parental Controls - Safari

Is there a way to change the Safari start page, with parental controls? My son is only 4, so I have limited websites that he can visit on his "user page". When I tried to change his start page, it is "grayed out" and won't let me. It will go to the Apple startup website. I'd like to have the "top sites" page be his start page, if possible.

Safari > Preferences > General > New window open with Top Sites
Safari > Preferences > General > New tabs open with Top Sites

Turn off Parental controls off set the Safari > Preferences > General > Homepage
