Is it possible and affordable to replace the battery in an iPod-touch
(2) or is it better to buy a new one?
Any experience?

I toasted mine trying to replace the battery. There's a very
small connector in there that I managed to break.

If you live in a metropolitan area, there are also probably local
independent fix-it shops-- many who advertise themselves primarily as
cell phone repair shops. In my area, there's one that has a kiosk at a
large upscale mall-- fix 'em while you wait or shop...

I'm pretty sure I'd at least shatter the screen while just trying to get
the back off.

You'll need some special tools to remove the display and get access to the
battery - which is on the very bottom, underneath everything else.

Bunch of videos to show what you're getting yourself into on Youtube

If you can't do fine pitch soldering, best to pay someone to replace the
battery for you.

That link is for the iPod 4G. My question was for the iPod Shuffle, 4th
generation.

Thanks for your reply.
