iTunes 10.5.1 always asking for AppleID

I've set the new iTunes to not automatically update or download anything
yet every time I start iTunes, it connects to
ax.init.itunes.apple.com:80 to 'check in' to the iTunes Store. If there
are iTouch Apps that need updating, it asks for my AppleID. If not,
then all is as it was before the 10.5.1 update. I 'provided feedback'
but want to know how to get iTunes to actually not ignore this
preference (don't auto update). The only way I've found to work around
it is to disable the Apple Store in parental controls.

Anyone know how to report bugs (mailing list, etc.) to Apple?

General feedback (usually one way) is easy:

http://www.apple.com/feedback

Actually filing a bug report, hopefully including hearing back from
someone at Apple (even if just a "duplicate bug" indication, requires
being registered as a developer. You can do that for free here:

http://developer.apple.com/programs/register/

Then you can use http://bugreport.apple.com
