Some files it should ask for your Admin Password, before deleting them.

Do you have System Preferences > Parental Controls turned on?

In System Preferences > Users and Groups what is your User Account type? Admin, Standard???

With TextEdit Make a new file, Type something, save to Desktop.

Delete that file, does it ask?

I have randomly seen this on my computer when I've attempted to trash a file I've copied from my ext HD to my desktop OR when I've tried to trash a file I've transferred from the Admin acct to my standard acct via the Shared Folder.

Sometimes I just enter the password and be done with it and other times I play around in the Sharing & Permissions section at the bottom of the Get Info window.

that's strange, it asks on a File you made in your User Space. Ok, lets check the file permissions on the Trash.
In Applications > Utilities > Terminal
Type this line then return
ls -alt

this will list all the files and folder in your Home folder, and their settings. The line you're interested in is the has .Trash, can you copy and paste that here?
here's an example:

drwx------ 2 kevin staff 68 27 Sep 17:54 .Trash

Yes, your .Trash is set to root, let try and fix that with:
Utilities > Disk Utility
Select the Disk (the one with the same name as your startup drive) and click Repair Disk Permissions

Then try the make a Document and delete test again.
