Preview shrinks my pages

I have been hard at work editing a document so that each page is 7 wide and 8.5 tall. This is because I want two pages to be able to fit landscape on one legal paper (8.5 x 14). I want to make a booklet out of this PDF file, and everything is now exactly the right size.

When I go to print, I make sure it says 2 images to a page, and it's landscape and everything.

It prints it off, and the image is about half the size it should be.

Furthermore, when I use the "Fill Entire Paper" feature in the Scale to Fit selection, it cuts off the edges.

How do I fix this problem? I'm at my wit's end.

Print > Manage Custom Sizes > Make a page the right size with 0 boarders.
