How does Language Register really work?

When you run the venerable "language register" utility program from OS
9, what does it really do? it seems to do more than just zap the VERS
resource, because i tried setting my country code to "hungarian" and
when the program started up it didn't switch the central european
fonts. I wonder if there is a way to get the menus to come up
correctly. I would like a copy of ResEdit that will edit MENU resources
in Hungarian, Polish, etc., but I can't seem to get this to happen.

Not too many people ever made software for the CE countries on the mac,
so this must be a very rare subject.
